I have a question, boss. Given my characters background and the number of shady people he knows, it stands to reason he might know a number of different ways to purchase an unregistered handgun.
However, how do we go about handling that in-game? Do I simply do the standard wealth roll bit, or what?

Purchasing something on the Black Market increases the cost slightly at the benefit of not having to go through the normal hoops necessary to get a weapon (such as attaining the appropriate license). If you look at the Equipment Tables on the SRD, there should be a modifier following the Restriction level in the Restriction Column. That modifier is the increase in the Purchase DC if you choose to buy an object illegally. Say, for example, you wanted to purchase a Baretta 92F. The gun itself has a Purchase DC of 16, although you must have the appropriate license in order to buy it this way. If you don't have the license, you can either acquire the license (which covers all handguns of the Licensed Restriction level) or buy the gun illegally by increasing the Purchase DC by +1. You can also buy any weapon on the black market even if you have the appropriate license in case you wanted to keep your trail a little more secret. I don't have my core book on hand and it looks like the SRD doesn't have the information about acquiring licenses for weapons, but I'll get the information after my exam tonight.

On a semi-related note; do you know if Florida has a CCW law? Because my character is definitely the type to have a license to conceal a weapon, if such a license is available (I know in MI, you can get them, but you have to take classes and jump through hoops. Other states make them easier to get, while in some other states you can't get them at all)

Yep! It looks like there are some hoops, but not an excessive amount (but I think that, if a person is going to be wielding a CCW, I'm okay with them having to go through some hoops). It would be reasonable for someone in Tristan's shoes to have attained such a license (or to have forged one, I suppose).

You'd get no argument from me. I'm about as pro-gun ownership as anyone you'll ever meet, I think, but I absolutely support required licensing to be able to conceal a weapon.

I was going to give myself some zip tie handcuffs, but they turn out to have a wealth dc one higher than my bonus. Which means that according to the game rules, a pack of 25 zip ties costs more than a stun gun. P.S. I have a stun gun, pepper spray, and a baton.

Go ahead and put it on your sheet! Also you can still buy things that have a higher purchase DC than your Wealth rating, you just have to pass the Wealth roll and then lower your Wealth by 1.
