I believe the quasi-official explanation is primarily piracy and crime on a planetary scale - most militias were designed to protect trade routes leading to a planet and to prevent fugitives from entering their airspace. Also to prevent other forms of space-based crime. But piracy and minor planetary conflict was the core reason for most planetary militias as far as I remember.

I'm not that knowledgeable about Star Wars, Knights of the Old Republic, and the six movies are the only canon that I know about. I know the Republic didn't rely completely on Clone Troopers, but aside from Jedi Knights that's all I see doing any fighting during episodes 2 and 3.

Ok I'll just go for an Ex-Commando...I'm sure Clone Troopers weren't the only ones involved in ground combat. Its mentioned in a number of places that The Republic used both mercenary troops and soldiers from planetary militias, because it wasn't always practical to move Clone armies around (and their numbers were somewhat limited). Military officers (both Naval and Army) were also generally not clones. The only thing I don't understand is why there were any mercenary troops or planetary militias in the first place, when they claim that there hasn't been a war in the galaxy for thousands of years... The Clone Wars seem to have gone on for some years. I'm sure there must have been massive conscription in that time; so even if they didn't have planetary militia before they'd soon have a lot of troops they could call upon.

Canonically, the Clone Wars lasted slightly over 3 years, and neither side conscripted anyone. The Republic relied on Clones, the CIS relied on droids, and both sides used pre-existing militarized groups, of which there seem to have been plenty laying around.

Well... In fairness, before the Clone Wars [several years, in fact] there was an actual invasion of an actual planet by a commercial army [We call it "Episode I"]. So there was clearly war. Just probably not war on a galactic scale involving entire groups of planets. I'm sure there was reasoning behind planetary militia. Some of them were probably also just traditional things, relics from an era where the planet was threatened being slowly downsized.

Wow.
Considering how many books, comics, movies, cartoons and other things have been made about the Clone Wars, I thought it must have lasted at least 5 years (and I thought 10 was more likely).
But... well, canonically, there were only 3 million Clone Troopers in the whole of the Republic. (Yes, that's breathtakingly stupid. Especially when you consider that in the real world the USA fielded more than 100 million soldiers in WWII and that was just one large country on one small world.
So I hope you'll forgive me if I don't always accept Star Wars "canon". Instead, I pick and choose the things I like and that make sense to me.

Yeah, Goats. So far the party has a Soldier, a spacer-type Scoundrel, and a hilarious survivalist Scout, so there's still room for a Noble or Jedi or for a differently-specialized version of the other three classes without stepping on anybody's toes role-wise. A slicer Scoundrel, for example. So there's niches to fill certainly.
For the second game, I know DK and one other person suggested they were planning to roll Padawans, but you can toss one up yourself, and I'm willing to take a third or fourth player as well in the role of the sort of support staff you'd see for Jedi in the Clone Wars - a clone soldier or local fighter [the Chewbacca to their Yoda sort of thing - someone in this role could easily be a Scout or Scoundrel] or a noble to serve as diplomatic aid.
